Robert A. Kerr, Jr.

Robert A. Kerr, Jr. is an attorney and fiduciary based in Charleston, South Carolina with more than 35 years of experience in bankruptcy law, fiduciary administration, and complex regulatory matters. During his legal career he represented creditors, lenders, trustees, and other parties in bankruptcy proceedings, commercial disputes, and financial restructurings before transitioning his practice to fiduciary services involving environmental custodial trusts.

Mr. Kerr currently serves as President of Pinewood Trustee, Inc., the custodial trustee responsible for management and post-closure oversight of the Pinewood Site, a closed hazardous waste landfill in South Carolina regulated under the Resource Conservation and Recovery Act. His responsibilities include oversight of site operations, budgeting, contractor management, and coordination with state and federal environmental regulators to ensure compliance with applicable environmental and fiduciary obligations.

Peter J. McGrath Jr.

Vice-President, Pinewood Trustee, Inc.; environmental counsel providing regulatory guidance, environmental due diligence, and environmental risk management.

Peter J. McGrath Jr. is an environmental attorney with extensive experience advising clients on environmental regulatory compliance, liability management, and environmental risk issues associated with business and real estate transactions. His practice spans a wide range of regulatory programs involving solid and hazardous waste, water and air permitting, environmental remediation, and occupational safety matters.

Mr. McGrath regularly assists lenders, developers, manufacturers, and other clients with environmental due diligence, regulatory strategy, and risk allocation in complex transactions. He also advises clients on brownfields redevelopment projects and environmental compliance programs and has managed the environmental aspects of hundreds of corporate and real estate transactions.

Kelly D. H. Lowry

Outside Board Member, Pinewood Trustee, Inc.; environmental attorney and receiver providing legal oversight and regulatory coordination for complex remediation and redevelopment projects.

Kelly D. H. Lowry is an environmental attorney based in Spartanburg, South Carolina with extensive experience in environmental law, regulatory enforcement, and complex site remediation matters. His practice focuses on environmental litigation, regulatory compliance, and commercial transactions involving environmentally regulated properties and redevelopment projects.

Mr. Lowry has represented both governmental entities and private parties in environmental enforcement and remediation matters at the state and federal level. He currently serves as a court-appointed receiver for several major environmental sites, including the Cone Mills Superfund Site and the Brewer Gold Mine Superfund Site, where he coordinates remediation activities with the U.S. Environmental Protection Agency and the South Carolina Department of Environmental Services.

Lesley A. Firestone

Outside Counsel to Pinewood Trustee, Inc.; environmental attorney providing regulatory counsel, permitting guidance, and environmental risk management.

Lesley A. Firestone is an environmental attorney who advises clients on environmental permitting, regulatory compliance, and environmental liability issues associated with development and business transactions. Her practice includes representation before state and federal regulatory agencies and advising clients on environmental compliance strategies.

Ms. Firestone regularly represents clients before the South Carolina Department of Environmental Services in matters involving hazardous waste regulations, underground storage tanks, brownfields redevelopment, and water permitting programs. She also counsels developers, lenders, and businesses on environmental risk management and regulatory compliance issues associated with redevelopment and renewable energy projects.

Engineering and Environmental Consultants

Bryan J. Williams, P.E.

Managing Engineer responsible for civil and environmental engineering oversight, infrastructure design, and regulatory compliance support.

Bryan J. Williams, P.E., is a civil and environmental engineer with more than 30 years of experience in environmental infrastructure design, regulatory compliance, and environmental remediation projects. He serves as Managing Engineer for GEL Engineering, where he leads engineering design and consulting services for projects involving wastewater systems, stormwater infrastructure, solid waste facilities, and environmental remediation.

Mr. Williams has extensive experience managing the design and construction of environmental and civil infrastructure projects, including landfill systems, stormwater treatment systems, and wastewater management facilities. His work includes engineering design, construction oversight, and coordination with regulatory agencies to ensure that complex environmental projects meet applicable technical and regulatory standards.

Brian P. Haliena, P.E.

Project Manager and Senior Environmental Engineer supporting remediation design, environmental permitting, and site investigation activities.

Brian P. Haliena, P.E., is a civil and environmental engineer with more than a decade of experience in environmental engineering, site investigation, and remediation design. As a Project Manager and Senior Engineer with GEL Engineering, he manages civil and environmental engineering projects involving hazardous waste management, wastewater treatment systems, and environmental remediation.

Mr. Haliena’s work includes design and management of remediation projects involving contaminated soils, groundwater treatment systems, and environmental cleanup activities. He also supports environmental permitting, compliance programs, and engineering design for complex industrial and remediation sites requiring coordination with environmental regulators.

Hydrogeology

C. Kevin Anderson, P.G.

Senior geologist providing hydrogeologic investigation, groundwater monitoring, and regulatory compliance support.

C. Kevin Anderson, P.G., is a professional geologist with more than three decades of experience in hydrogeology, environmental investigation, and solid waste facility compliance. He manages environmental monitoring and investigation programs associated with regulated waste management facilities and contaminated site remediation projects.

Mr. Anderson’s work includes hydrogeologic investigations, groundwater monitoring network design and management, and implementation of corrective action programs under state and federal environmental regulations. He routinely coordinates environmental sampling programs, analyzes groundwater and soil data, and prepares regulatory reports supporting long-term environmental monitoring and compliance activities.

Day to Day Site Management and Operations

Brian Burgess

Site Manager responsible for operations, environmental compliance, and coordination of waste management and site maintenance activities.

Brian Burgess is an environmental operations professional with more than 30 years of experience in hazardous waste management, site operations, and environmental compliance. He has served as Site Manager of the Pinewood Site since 2011, overseeing day-to-day operations at a closed hazardous waste facility subject to ongoing post-closure care and regulatory requirements.

Mr. Burgess has extensive experience in the handling, treatment, and disposal of hazardous waste, as well as in coordinating site maintenance and operational activities in compliance with state and federal environmental regulations. Over the course of his career, he has worked with multiple organizations involved in the management and remediation of the Pinewood Site, providing continuity of institutional knowledge and operational oversight.
